I have heard a lot about partial-birth abortion, what exactly is it, and what does the Bible tech about the subject?

Let me first of all state that all human life is precious, and that includes the humans that are in the womb.  According to Ecclesiastes 11:5 the spirit of man is given to man when he is in the womb.  That shows that there is life in the womb.  I am completely against abortion and understand that it is the murder of an innocent child (Exodus 23:7; Deuteronomy 23:10; Proverbs 6:16-19) based upon many Bible passages which show that God knows and recognizes the unborn (Psalm 139:13-16; Isaiah 44:2,24; 49:1,5,15,16; Jeremiah 1:5; Luke 1:15) and based upon an understanding that in the womb a child is moving and kicking and apparently has feelings.
With this said I want to make one more point before the answer is given.  Partial-birth abortion should not be called abortion at all, neither should it be categorized with forms of abortion for the children are literally half born when the procedure takes place.  Partial-birth abortion is something that we all should appall.  It is murder just as other forms of abortion, but it is murder of the sickest kind.  Now what is partial-birth abortion?  Listed below are the procedures for murdering a child in this way (taken from Innocent Blood, Guilty Hands:  The Truth About Partial-Birth Abortions).
        1. Guided by ultrasound, the abortionist grabs the baby’s leg with forceps.
        2. The baby’s leg is pulled out into the birth canal.
        3. The abortionist delivers the babies entire body except the head (all emphasis here and following mine-DFC).
        4. The abortionist jams scissors into the baby’s skull (the baby has no form of anesthetic-DFC).  The scissors are then opened to enlarge the hole.
        5. A suction tube is inserted.  The child’s brains are sucked out, causing the skull to collapse.  The dead baby is then removed.
What does the Bible say that could have a bearing on our view of partial-birth abortions?  Exodus 20:13 states very plainly and succinctly the eternal principle understood from the earliest days “Thou shalt not kill.” Or as recorded in Matthew 19:18 “Thou shalt do no murder.”
A final thought, it is at times argued that this type of murder is done to protect the mother, but former Surgeon General C. Everett Koop has said, “Partial-birth abortion is never medically necessary to protect a mother’s health or future fertility.”  This goes back to the old saying “one excuse is as good as another.”  Is there ever an excuse for murder?
